Glastonbury and Street brace for major service shifts amidst council's declared financial crisis

A financial emergency has been declared by Somerset Council, a move that could have a direct impact on the communities of Glastonbury and Street, as the council strives to tackle a £100m budget deficit for the 2024/25 period, primarily driven by an expected £70m increase in adult social care costs.

If immediate measures are not implemented, Somerset might be forced down the path previously trodden by Birmingham and Woking councils, leading to a S114 notice that would mark the council as effectively bankrupt.

Executive members have initiated stringent financial controls, asset sales, and increased engagement with the Department for Levelling Up, Housing and Communities in an attempt to avert this outcome.

Cllr Liz Leyshon, representing the council, has stated: "We're facing a widespread issue that's seeing local council costs escalate beyond our income. We're committed to addressing this to protect services for those in need."

For Glastonbury and Street, the financial strain could translate into significant changes in service provisions. The council is deliberating on various savings strategies, such as asset sales, tax hikes, and service reductions to statutory levels, to be voted on in December.

Council Leader Bill Revans has appealed to local governments in Somerset, including Glastonbury and Street, to consider a greater role in managing community services and assets.

Long-standing discussions on devolution could soon see Glastonbury and Street taking over responsibilities for a range of local services listed in Cllr Revans' letter, including the maintenance of public toilets, library services, and community event cleanups.

"We're reviewing our services and assets due to this financial pinch," Cllr Revans remarks. "We've seen interest from local councils in taking over services at risk, which could align well with local needs and capabilities."
